The first sub-section shows legislation, covering Acts of Parliament, bills in the House and Statutory Instruments. The policy reviews sub-section deals with national policy reviews and their resulting White Papers or Green Papers. The sub-section on Select Committees deals with the parliamentary scrutiny of the government's policy by Select Committees of the House of Commons and the House of Lords.

The Government consultations section deals with all the consultations (and there are lots of them)  by government into its legislation, policy reviews and parliamentary scrutiny. And then there are also many consultations by regulators and others.
