The EA has issued a response to feedback received its recent consultation on amendments to AD Standard Rules related to Decarbonisation Readiness and SR2009 No4. An overview of the consultation can be found here. The EA’s response can be found here.


Outcomes:

Decarbonisation Readiness:

Following consideration of the responses received, the EA will proceed with the proposed amendments to relevant standard rules to incorporate decarbonisation readiness requirements and to update anaerobic digestion standard rules.

Decarbonisation Readiness requirements will come into effect on 28 February and will apply to environmental permit applications submitted on or after this date for new or substantially refurbished electricity-generating combustion power plant that fall within scope. The requirements do not apply retrospectively to existing permits or applications submitted before this date.

The EA will shortly provide links to the wider package of Decarbonisation Readiness publications, including updated standard rules sets, application forms and the outcomes of its consultation on proposed decarbonisation readiness charges. CCUS in AD Standard Rules

Following feedback received, the EA has made minor amendments to the draft proposed conditions to incorporate carbon capture and storage from biogas upgrading into AD standard rules permits.

The following Standard Rules Sets were updated accordingly on 26th February:
